Usage of
the word 'WAS' in above famous quote is incorrect, Legal luminaries say 'IS' is the correct usage still! It is not the thing of the past.
Even Supreme Court of India,has acknowledged that, in 1984,It was
 not a 'Massacre' but 'Riots' 
(started by Sikhs),Congress Leaders who brought the situation under 
control  were rewarded with Cabinet berths by Government of India for 
saving Non-Sikhs,to the extent that the fully Armed Rioters
 could not even injure a single helpless non -Sikh,and in frustration 
Thousands of Rioters committed suicide by burning themselves in full 
public view.

 is not an iota of evidence that it was a massacre rather there is ample
 evidence that every effort was made to save the frustrated lot
 from committing suicide.That is why India is the biggest Democracy of 
the World! Every Indian should be Proud of our Democracy and the 
Judicial System!

 misguided Sikh Youths who cut the roots of the big tree did not care 
that  it was a 'Pipal' tree ,sacred for the
 people of India and People of India do not spare the Conspirators who 
hurt their sentiment! and had to be ordered to be taken to task, with a 
heavy heart!  it
literally explains the root cause of the carnage. It was just as simple as a Newtonian law of physics.
